refactor: unified migrations and Tag* ID Changes

- unified the migrations
- added new IDs for Tag, TagAlias, TagGroup
- changed relevant functions to use the given IDs
BREAKING-CHANGE: Database needs to be cleared or migrated. Not compatible with Database v5
